Description:  Job Title: Director of Special Programs Classification: Certified Salary Position Terms of Employment: Eleven month contract, but due to the year long responsibilities the Director of Special Programs works July 1 through June 30 and takes the number of working days in July as time off within the year as arranged with the Superintendent. Reports To: Superintendent Evaluation: Position performance will be evaluated annually by the Superintendent of Schools in accordance with provisions of the Board's policy on Certified Personnel Performance Evaluation. Job Summary: Shall perform a variety of duties, but are not limited to those listed below as in accordance with the North Callaway R-l Board of Education policies and regulations and administrative regulations under the direction of the Superintendent of Schools. Primary responsibilities are to supervise Special Education, Gifted, Parents as Teachers , Missouri Girls Town, TLC, English Language Learners, and Migrant. Qualifications of the Director of Special Programs: Director of Special Programs shall have completed a Master’s Degree in special education or special education administration. Prior special education teaching experience and an Administrator’s Certificate are desirable. Responsibilities of the Special Programs Director: Special Education Work cooperatively with building principals to plan, organize, and direct implementation of all special education activities. Develop appropriate policies and procedures in compliance with State and Federal legislation regulation with IDEA. Provides for appropriate child-find, screening, assessing and identification of children with special needs. Oversee the completion and maintenance of all appropriate special education records and reports (local, state, and federal) Develop proposals, submit report forms, make program revisions, and complete follow-ups necessary for district compliance to federal law, state law, and Missouri Department of Elementary and Secondary Education regulations, with regard to all handicapped programs. Work in conjunction with the Business Manager to prepare and submit the special education department’s budgetary requests, monitor expenditures of allotted funds and supervise the maintenance of state and federal grant allocations and submissions. Coordinate contracts for the district for supplemental services required to fulfill the needs of students served by the district. Advise the Superintendent and Board of Education on all critical special education issues. Work cooperatively with building principals to evaluate existing programs as an ongoing responsibility and recommend changes as dictated by student needs and/or changes in legal mandates. Assess the need for individual programs based on the individual needs of students with special learning circumstances, recommend policies and programs essential to the needs of students, and implement approved programs. Assess the need of personnel for programs and participate with administration in the hiring of special education personnel. Missouri Girls Town Serves as the District’s point of contact. T-Bird Learning Center Oversee the T-Bird Learning Center including the childcare facility, early childhood special education, and Parents as Teachers. Childcare Facility Serves as the central office point of contact. Supervises TLC Director. Early Childhood Special Education Supervises early childhood special education program. Parents As Teachers Supervises PAT program. Attends Parents as Teacher Advisory Board meetings. Prepare the application and complete reports annually. Submit invoices monthly. Participate with administration in the hiring of PAT personnel. English Language Learner Develop appropriate policies and procedures in compliance with State and Federal mandates. Ensure identification and assessment of educational needs of students whose native or home language is other than English. Migrant Develop appropriate policies and procedures in compliance with State and Federal mandates. Ensure screening, identification of migrant students, and notification to State Migrant and English Language Learner (MELL) Director. Other Serve as District’s point of contact for Children's Division hotlines. Performs other duties and responsibilities as assigned.
