Description:  The Mexico Public School District seeks an outstanding leader who is will serve as the Director of Business Operations for the district. The successful candidate will be self-motivated with strong leadership skills and knowledge of school finance. CATEGORY: Administration QUALIFICATIONS: Bachelors Degree or Degree in Accounting. Three years' experience in fund accounting.-Preferred Experience in school administration and/or commensurate business experience. - Preferred REPORTS TO: Superintendent of Schools SUPERVISES: Business Office Staff PERFORMANCE RESPONSIBILITIES: Responsible for the maintenance of accurate financial records, including: Monthly financial reporting Annual reporting to State Department of Education Ensure compliance of budget and expenditures with applicable state laws and procedures Determine proper revenue/expenditure coding in accordance with state chart of accounts Coordinate annual external audit Collect all documentation requested by auditor Coordinate responses from other staff/departments Submit audit to appropriate third parties In conjunction with the Superintendent, prepare and implement the annual district budget Assist administrators in development of building level budgets and grant budgets Prepare revenue projections Forecast salary expenditure Monitor budget balances Develop long range financial plan Calculate the annual tax levy for the district Administer district investment program to ensure maximum interest revenue through accurate cash flow projections, bidding procedures, and Scholars Coordination of bond financing and refinancing Track related receipts, expenditures, and interest allocations Liaison between the bond underwriter and the District Submit semiannual interest rebate forms for QSCB bonds Construction/renovation financing Federal Programs Monies keeping current on DESE requirements, changes, monitoring documents, budgets, ePegs, payments Manage district scholarship program Calculation of interest Calculate award amounts for the Guidance Office Manage scholarship CD investments Oversee district purchasing function to determine compliance with applicable Board policies and state statutes Approve all purchase orders at the Central Office level Lead in all large RFP proposals for the District Audit Services, Copiers Services, Bank Services, etc. Assist the Technology Director in acquisition, implementation and maintenance of district copy, print and fax/scan services. Assist in bidding and selection of purchases per Board Policy Attend all meetings of the Board of Education Attend Conferences and Workshops (ex.MoASBO, MASA, etc.) Oversee a business department of three direct reports Annual evaluation of department employees Keep the Superintendent/Assistant Superintendent apprised of any state or federal legislation that affects the District Creation of financial reports for the Superintendent, Board of Education and/or other administrators as needed Other Duties as assigned TERMS OF EMPLOYMENT: Twelve months EVALUATION: Position performance will be evaluated annually by the Superintendent of Schools in accordance with provisions of the Board's policy on the Evaluation of Professional Personnel.
